Collecting every key requires defeating formidable rogue Hunters scattered across different districts, each demanding specific puzzles or interactions to spawn.

Understanding Hunters and How Ivory Keys Drop

Ivory Keys do not drop randomly from standard elite enemies during missions or open-world activities. Instead, each key is tied directly to secret Hunter encounters hidden throughout Washington D.C. Defeating a Hunter group or completing their specific cipher puzzle guarantees an Ivory Key drop alongside their iconic face masks.

Because Hunters deploy powerful skills, EMP distorters, and high damage weapons, preparing your build before triggering an encounter is essential. Facing them with a group or high-burst damage skills will significantly increase your chances of survival. Remember that several Hunters only appear during nighttime hours in-game, so pay close attention to the clock on your photo mode screen.

Key Locations in Downtown East and West Potomac Park

In Downtown East, players can spawn two separate Hunter encounters that drop Ivory Keys. To trigger the Demon Mask Hunter, navigate to the atrium inside the open building block and shoot the small targets in the upper windows from top to bottom. For the Crimson Mask Hunter, visit the courtyard building east of the settlement, interact with the reception telephone, and quickly sprint across the courtyard to interact with the second phone.

Heading over to West Potomac Park leads players to the Ghoul Mask Hunter encounter. Enter the underground tunnel system north of the park, interact with the computer terminal inside the map room, and return to the surface. Near the water feature, shoot the exposed hanging light bulb under the wooden scaffolding at night to summon the target.

East Mall and Southwest Hunter Encounters

The East Mall district hosts one of the most intense Hunter battles in the entire game. By interacting with a coffee shop switch and running around the central decorated Christmas tree at night, four Hunters will spawn simultaneously. Defeating this squad rewards players with multiple masks and their corresponding Ivory Key drop.

In the Southwest region near the war memorial, another key can be earned by defeating the Wraith Hunter.
